About

Unleashing the Potential of FPV in Southeast Asia

The operation of the region’s largest FPV project – the 145 MW Cirata floating solar farm in Indonesia (slated to expand to 500 MW) caused quite a stir in the solar energy sector.

For countries with abundant solar resource potential and limited land availability, floating PV, or FPV, has emerged as a potential clean energy solution. In a recent analysis for the Association of Southeast Asian Nations, the US National Renewable Energy Laboratory (NREL) estimates a technical potential of 825 GW floating PV (FPV) capacity across 10 Southeast Asian nations, and claims this technology has the potential to increase the region’s energy security.

The Electricity Generating Authority of Thailand (Egat) announced that it will spend THB300 billion till 2037 to develop new floating solar capacity in the country. Its government has approved the utility’s plan to build 2.72 GW of floating solar facilities at nine hydropower dams. The Philippine government awarded 600 MW FPV contract, Malaysian TNB launched a tender for the development of a 30 MW (AC) floating solar, and Sarawak Energy plans 400MW floating solar project in the coming years.

The FPV interest is riding high, but it doesn’t come without risks and barriers. Compared to land mounted and rooftop solar pv, what are the current regulatory, legal, environmental, financial challenges facing FPV projects, what are the technical innovations that can lead to an optimal production and prolonged asset life cycle? What defines a good FPV business model in the region? What are the public’s perspectives on FPV and who are the off-takers?

Exciting Opportunities

Southeast Asia boasts nearly 1 TW potential of FPV capacity. With the region governments ramping up joint efforts to achieve their net zero targets, FPV is going to play a vital role to supplement their green energy mix, especially for markets where land is limited and solar potential is abundant.
